I propose that an addendum to the Resolution Debate process be made to allow time for another debater to step in after a prior debater has expired his reasoning and before the conclusion of the debate topic.

A topic being debated between two people will come to a point where one debater runs out of anything more to add to his case. At this point, whether the issue has been resolved or not, if an additional time is allotted, perhaps 24 hours, for anyone else to step in, more solid resolve can be established with less administration work involving opening up a new debate.

The debater who has run out of anything relevant to add must declare so to allow such a time allotment to begin.

It shouldn't be relevant. Listing as a proposal is the invitation to debate. If no responder presents a case, then there is nothing to debate.

The LA need not mechanically move from proposal to debate to acceptance, just move it to accepted with a note of "default accepted".

If you are a qualified Arbiter, which you are, then after 24 hours, you can move it to the accepted forum yourself.
